Dr. Barb Russo is an Assistant Professor in the Emergency Services Department at Idaho State University (ISU). She holds a Doctor of Philosophy and Master of Science in Fire and Emergency Administration from Oklahoma State University and a Bachelor of Science in Criminal Justice from Averett University. She is also a Certified Emergency Manager through the International Association of Emergency Managers and a Project Management Professional (PMP).
She brings more than 25 years of experience in fire and emergency services to the program, having served as the Division Chief of Training and Standards with the City of Jacksonville (NC), where she also performed emergency management duties at the University of Mississippi’s first Emergency Manager, and as an emergency manager in the hospital setting with MUSC Health.
Dr. Russo is most known for her groundbreaking research in the fire service, in which she identified a glass ceiling’s existence at the rank of captain for women in the fire service. Since the completion of her dissertation, she has been called upon as an expert witness and subject matter expert in cases and work involving gender and race in the fire service.
